Kwara Public Procurement Bill: Stakeholders Raise Mobilization Fee To 30%

Engineers, Government Contractors, Top Government functionaries and other stakeholders say the Public Procurement Bill before the Kwara House of Assembly will enhance the involvement of local contractors and other Professionals in contributing meaningfully towards the development of Infrastructure in the State.

The Bill according to them will equally ensure transparency and accountability in the award of  Contracts in the State.

The Stakeholders made the Submissions in Ilorin,while expressing their desirability for the enactment of the State Public Procurement Bill 2017, in a well attended public hearing organized by the State House of Assembly.

 In their submissions, majority of the Stakeholders advocated raising of mobilization fee from 15 % to 30%, stressing that the inclusion of threshold in the bill, would go along way in reversing the phenomenon of abandoned projects and enhance quick completion of government projects.

The call for the inclusion of the Secretary to the State Government on the Board, was however down played by the Stakeholders.

Other Contributors blamed the Country’s under development on increased abandoned projects, which they said was largely attributable to less involvement of local Contractors in the execution   of contracts.

The Nigerian Society of Engineers, the Chamber for Commerce, Industry, Mines and Agriculture called for the inclusion of various relevant Professionals like Chartered lnstitute of Purchasing and Supply Management and Quantity Surveyors in the agency, to enhance its performance.

Speaking at the Public hearing, the Kaiama Community, observed with delight that the 8th Legislature under the leadership of the Speaker, has recorded unprecedented achievements through its people oriented legislative activities.

The Nigerian Labour Congress, Nigerian Bar Association, the State Head of Service, State Internal Revenue Service and other Stakeholders, while expressing desirability for the passage of the bill into law, said the bill would address inadequacies in the execution of government’s projects and ensure transparency.

The Speaker Dr. Ali Ahmad had while declaring the public hearing open, said the forum offered an opportunity to openly examine the factors militating against achieving the objectives of local content policy and assured that the views of the Stakeholders would assist the House to enact practicable and enduring laws for the State.
