Kwara Assembly and Security Trust Fund Law
Worried by the incessant vandalization of government installations, especially Power Holdings Company of Nigeria (PHCN) cables in the State, the Kwara State House of Assembly has implored the State government to as a matter of urgency implement the State Security Trust Fund Law (KSSTFL).
It would be recalled that the 7th legislative assembly after much debates and contributions from members on the State Security Trust Fund Bill, passed it into law recently.
The law makers who condemned the vandalization of government installations in the State of Harmony in strong terms, called on security agencies to rise to the occasion in order to stem down the rampant cases of theft of wire cables across the 16 local government areas of the State.
The legislature therefore, stressed the need for government to commence immediately the execution of the law aimed at addressing the funding and logistic challenges confronting security agencies in the State with a view to curtailing the increasing rate of insecurity in the State.
This formed part of the resolutions reached by the Assembly following a matter of urgent public importance raised by the Majority Leader Hon. AbdulGaniyu AbdulKareem on the incessant theft of wire cables as well as armed robbery attacks along Ilorin/Ajasse-Ipo highways.
Reading the resolutions of his colleagues in the hallow chambers of the House, the Deputy Speaker, Hon. Mohammed Gana Yisa who presided over the proceedings, explained that the implementation of the law would make it mandatory for all corporate organizations and other stakeholders to make contributions into the funding of security agencies in the State.
Apparently dissatisfied with the security agencies’ poor performances in the State, the legislature also urged them to be more proactive by strengthening intelligence gathering to enhance prevention of crime rather than responding to crime perpetuation.
The House further urged the State government to immediately liaise with the relevant federal government agencies in restoring electricity to Afon and 15 other communities in Asa local government area of the State.
The legislature made the call following matter of urgent public importance raised by a member representing Afon constituency, Hon. Hamidu Giwa Afolabi. According to him, Afon community and 15 other neighbouring towns and villages have been in total darkness as a result of vandalization of PHCN cables by men of the underworld along Eyenkorin/Afon Road axis.
The Assembly also in its resolution read by the Deputy Speaker condemned in strong term the act of vandalization, specifically of electric cables in Asa. The law makers however enjoined security operatives to be vigilant, urging them to investigate those behind the carting away of government properties and installations in the area. It mandated its committee on Works and Energy to look into the existing law on vandalism with a view to modifying it to meet contemporary challenges.
The House further mandated the State Traffic Management Agency (KWATMA) to check indiscriminate parking of trucks by Coca-Cola and Seven-Up Bottling companies along Coca-Cola Road, in Ilorin metropolis to ensure free flow of traffic along the ever busy Road.
This was consequent upon a complaint brought by a member representing Omupo constituency, Hon. Mashood Bakare on the indiscriminate parking of Coca-Cola and Seven-Up Bottling companies’ trucks usually parked along the Road.
To ensure strict compliance with its directives, the Assembly mandated its committee on Energy, Works and Transport to liaise with the State Ministry of Works and Transport to monitor the extent to which KWATMA has complied with the directive.
It called on the Governor Abdulfatah Ahmed to urgently appeal to the federal government through the Federal Ministries of Environment and Works to urgently intervene in the deplorable condition of Tsaragi/Lafiagi federal road in Edu council area of the State.
